        What is it like to be out of work and out of benefits? To help explore this issue, the NELP conducted a survey of the long-term jobless through its website: www.unemployedworkers.org. The results show continued difficulty finding work amind great flexibility and continued flexibility among job-seekers.  
    Indexed State Taxable Wage Bases 02/18/2004
        Indexing links the growth in wages in a state to the amount of wages subject to UI payroll taxes. Indexing state taxable wage bases is the single step that experts agree will move states toward better UI financing. This NELP document shows how indexing of taxable wage bases contributes to more secure UI financing in the 17 states that have indexing, and estimates the positive impact of universal wage base indexing on state UI trust funds.
