Testimony at the U.S. House of Representatives Ways & Means Committee Subcommittee on Human Resources on May 4, 2006

The Bush Administration's FY 2007 budget includes major proposals related to the "Program Integrity" of the UI system. These proposals are lopsided -- focusing on punitive measures to recover overpayments made to workers including the use of federal income tax refund offsets and private collection agencies -- while doing little to aid states in recovering unpaid taxes by employers who cheat state UI trust funds.  More importantly, the budget continues to short change the administration of the UI system and the Employment Service which would improve the ability of the system to properly pay benefits and facilitate the return of jobless individuals to work.
